Well, I work at Barnes and Noble, and usually if a person wants to start a book club, they'll come by and talk to one of the managers about it. Then, you would pick a book for your club and a meeting time, and we put up a little display with your book and the information. That way, people would see it and join. That's one way to do it.
I used to attend a book group set up by a friend of mine (it mostly consisted of her work colleagues and a few of her other friends). We all took turns in suggesting a book a month, different people took turns 'hosting' around their houses (everyone contributed with snacks and bottles of wine!) and we met up the first Friday of every month. I really enjoyed going, there was a lot of lively discussion, and I was exposed to many books that I would never have considered reading myself, but as my friend lives some 50 miles away from me, it was too difficult for me to attend regularly.
You could do the same and ask any book loving friends if they would like to be part of your book club (and they can ask other friends too). Or your local library service may know of some local established book groups (mine has recommended a couple to me and I will be attending one soon). Alternatively, some major bookstores (e.g. Borders) run monthly book groups.
If you do start your own group rather than join an existing one, I would suggest keeping a scoresheet of all the books chosen and asking people to mark each book read out of 10 and why. This provokes some very interesting discussions and it is also interesting to see how different books compare among your group as the months progress.

You could put up a notice/poster in your local library (or bookshop).
(Make sure you list a few books of your preference or your preferred genre (e.g. literary, contemporary, horror, etc.))
Also, you could email all your friends, and invite them on.

I think you should just start with a couple of friends first, then try to "recruit" more people into your club. I also think you should hang a flyer/poster or something at the local library, cafes or even work.
