Why does a town in Arizona allow book clubs to meet in homes unless the book is the Bilbe?

Town laws do no govern activities in private homes unless those activities are against the law. Whatever town this is has no jurisdiction about where book clubs meet and what books are discussed unless those books are legally banned, possession of them being against the town's law.



If, however, the book club is part of a school activity, and the town runs the school district, the book club's discussion of the Bible becomes a school-endorsed activity which is out of the school's control because it's in somebody's house, where they have no authority. For that reason, they might not permit such a book club to discuss the Bible, or other religious materials, in meetings in people's homes.Why does a town in Arizona allow book clubs to meet in homes unless the book is the Bilbe?
